Grove Borough Approved Meeting Minutes for August 10th, 2009

Call to Order: Vice President McIntyre at 7:04 p.m.
Visitor Comments: Kent Wilcox thanked the Sugar
Grove Borough for staying on top of the tree issues in the creek. He would like
the borough to give recognition to the residents who removed the trees from the
creek.
Kent
would like the borough to set up a system where local events get approved. A
standard process would allow the sharing of resources and capture volunteer
hours which are worth about $17 per hour towards the Main Street Project of
which Sugar Grove is a part of. Council asked for Kent to put together a
proposal which he could bring before the council members to review.
Approval of Minutes: Minutes from last meeting were approved as is.

A motion was made by Dave Slater and seconded by Neal Hoisington to pay the bills. The motion
carried.
Mayor’s Report:
The mayor updated council
members on the school district survey.
The mayor gave an update on
the Fortman property. Concern is the property is falling into disrepair but it has
been difficult tracking down who is responsible for the maintenance that needs
done.
Informed council of the
upcoming EIT meeting. Sugar Grove Borough will need to be represented at this
meeting.
Several zoning issues were
discussed. Concerned about a lack of consistency. The secretary will ask Gary
Snook from Planning and Zoning to attend the next monthly meeting.
Secretary’s Report:
Would the Sugar Grove Borough
like a page on their website and if so what would they like to see on it. It
was suggested that we add some sort of suggestion box. Dave Slater will suggest
wording for website.
“Single Application for
Assistance” grant for school flashing signs is almost ready to submit. Copies
will be sent to the offices of Rep. Kathy Rapp and Senator Mary Jo White.
Next regular meeting is
scheduled for September14th (due to Labor Day).
Communications:
MDIA termination letter –
Kathy Liffener has talked with the city of Warren due to the concern of 13
townships that will not have inspection coverage. They will be addressing the
issue at the next COG meeting.
Maturity notice for CD

Planning & Zoning
violation / permits – The secretary will talk with Gary Snook about the sign
approved for Joseph Yoder.

Council discussed cleaning
the street before painting the lines.
Kevin McIntyre will talk with
Critzer about putting together a proposal for the drain on School &
Pleasant Streets.
Kevin McIntyre will call
Suit-Kote for an estimate on rebuilding Curtis Street.
The Bridge Resolution from
1984 was reviewed. Council requested a few changes and will relook at it at the
next meeting.
Council reviewed the wording
for the Winter 09-10 season of snow plowing and removal. It will be advertised
on September 5th and bids will be opened at the September 14th
monthly meeting.
A motion was made by Dave Slater and seconded
by Kathy Buerkle to have Signature clean Main Street prior to painting the
lines. The motion carried.
Parks, Playground, & Sidewalks: (Kathy
Buerkle, Ryan Hoffman, Jerry Bloomgren)
Kevin McIntyre will take the
sidewalk plow to Schuylers to have maintenance done on it before winter.
Mayor Strand will ask Vince
if he wants to do the sidewalk plowing again this year.
The park committee along with
the Sugar Grove Community Development Council and the Beautification and Design
committee will be meeting on August 26th at 7:00 to review the Park
Design Consultant’s plans for the park.

The flag pole still needs a
new rope and to be painted. Ryan Hoffman will do it.
Sugar Grove
VFD:
(Kathy Buerkle, Dave Slater)
Dave Slater updated council
on the 2 extra positions (1 for Sugar Grove Borough and 1 for Sugar Grove
Township). At the moment the SGVFD is not agreeable to these positions. Dave
Slater will ask them again at the next meeting and relay that council is
demanding the positions.
Old Business:
Tom Knapp, Warren County
School District Representatives, gave council a copy of a letter in support of
keeping 4 schools (including Eisenhower) open in Warren County. Dave Slater
will work on a similar letter to give to all school board members that states that
Sugar Grove Borough also supports keeping all 4 schools open. Council members
will sign the letter and the secretary will send it to all board members.
Neal Hoisington will call the
AMVETS to let them know that the Sugar Grove Borough council is okay with the
Christmas walk they are planning for Sugar Grove.

New Business:
Council reviewed the
occupation tax for 2009 and decided to suspend. The secretary will type up a
resolution to discontinue both the per capita tax and the occupational tax for
the Sugar Grove Borough.
Currently 13 townships will
lose their building inspectors.
Mayor Strand will represent
Sugar Grove Borough at the upcoming EIT tax meeting. Dave Slater will be the
alternate representative.
A motion
for adjournment was made by Kathy Buerkle seconded by Dave Slater. The motion
carried and the meeting was adjourned at 9:24 p.m.
