Call to Order: Council President Kevin McIntyre at 7:00 p.m.
Visitor Comments:
Kent Wilcox brought updated blue prints and the bill for them that the
Sugar Grove Borough agreed to pay for. Council re-opened the bills to add the
blue print bill.
Kent noted that there is a problem with a low hanging wire when banners
are hung across the street. He asked if the council could look into raising or
relocating the wire.
Marlene Falconer gave council information on the Sportsman Challenge to
be held on Chandlers Valley on August 27th. They are looking for
sponsors and asked council for a donation. Council did not make a decision at
this time.
Questions were raised about the financial minutes for SuGASA and asked
that Dave Slater, the SuGASA council rep, look into getting that information
for council to review.

A motion was made by Kevin Nicklas and seconded by Dave
Slater to pay the bills. The motion carried.
A motion was made by Dave Slater and seconded by Neal
Hoisington to re-open bills. The motion carried.

Hoisington to add a check in the amount of $800 to Williams Architectural
Design for Sugar Grove Borough share of sidewalk blue prints. The motion

Mayor’s Report:
« The mayor updated council on what is going on with the
Seneca / Electric Generation Plant situation. The Seneca’s have requested
control of the water.
« The mayor informed council that the zoning office still
wants to change the 3000 ft ruling.
Secretary’s Report:
« Council agreed it would be okay to cancel the PA Bulletin
subscription since we have access to it online.
« Dave Slater said he
would deliver the copies of the PSAB magazine with the park article in it to
the various people to receive one.
Communications:

council to attend meeting

« Letter from Hill & Dale Garden Club / park maintenance

Facilities
A motion was made by Kevin Nicklas and seconded Dave Slater
to allow the Hill and Dale garden club up to $500.00 for garden maintenance to
the park. The motion carried.
Streets, Roads
& Bridges: (Kevin Nicklas, Neal
Hoisington)
« Kevin McIntyre met with Lakeshore regarding the tar
problems on some boro streets and they suggested a process called
“slurry”. With the current conditions
of some streets there is no benefit to tar and chipping. He will be meeting
with Russell Standard in the near future.
« Kevin Nicklas will continue to contact Signature about some
road projects. He has not been able to connect with them to date.
Parks,
Playground, & Sidewalks: (Kathy
Buerkle, Jerry Bloomgren. Bob Snyder)
« It was noted that the Rhododendron plants in the park did
not make it and will need to be replaced. Check for warranty from park
contractor.
« Neal Hoisington suggested that we ask Camp Stone about help
with putting in a water pump. The secretary will send them a request letter.
« The suggestion was made to have a band at the Sugar Grove
Sale Days. Neal Hoisington and Dave Slater will work with Kent Wilcox on hiring
a band.
A motion was made by Jerry Bloomgren and seconded Dave
Slater to hire Wilcox Brothers to test the water at the park. The motion
carried.

Old Business:
« The Sugar Grove Borough garage can only be sold by
advertised sealed bid or an auction. The estimated cost to replace the current
garage with something similar is $21,000.00 for the building only. Additional
costs would be incurred for electric, concrete pad, etc.
Ordinances: (Neal Hoisington,
Dave Slater) None
« Neal Hoisington asked about enforcing the horse manure
ordinance. Council discussed several options.
A motion was made by Dave Slater and seconded Bob Snyder to
talk with Todd Woodin about a horse manure ordinance and enforcement of it. The
motion carried.
New Business:
« Discussion was held on the Sugar Grove Township’s request
for council members to attend the next meeting to discuss SUGASA related
ordinances.
« The secretary should check with the insurance company to
see if the “Welcome to Sugar Grove” signs that have been stolen or damaged are
covered for replacement cost. The Sugar Grove Community Development Group
offered to purchase a new “Welcome to Sugar Grove” sign.
« The Sugar Grove Community Development Group has purchased
an AM transmitter and they are willing to share it for community functions.
« This will be Jerry Bloomgren’s last meeting as he is
leaving the Sugar Grove Borough. Thank you Jerry for all the help you have
given to the borough during your time as a council member.

Borough Council meeting adjourned at 9:32 pm.
