Grove Borough Approved Meeting Minutes – March 2nd, 2009

Call to Order: President McIntyre at 7:00 p.m.
Visitor Comments: Kent Wilcox commented on the
Sugar Grove VFD article in the article in the paper and asked council members
to attend the Emergency Meeting on 3/14/09. Kent also reminded council about
the Maple Syrup Competition and Pancake Supper on March 27th.
Proceeds benefit the Sugar Grove Community Development Council and the Sugar
Grove VFD ladies auxiliary.
Judy
Satterfield asked the council if she could the Sugar Grove Borough’s EIN number
on the Tax Bank account due to issues with the bank taking funds out of her
personal account when checks don’t clear. The secretary will talk Greg Noon at
National City bank about the situation.

A motion was made by Kevin Nicklas and seconded by Kathy
Buerkle to pay the bills. The motion carried.
Mayor’s Report:
The mayor attended the Sugar
Grove Community Development Council meeting. It was stated at the meeting that
the group did not feel that the Sugar Grove Borough council supported them but
Dutch brought up the website, the welcome to Sugar Grove signs and the park.
Secretary’s Report:
The Sugar Grove Free Library
would like to thank the Mayor for his efforts on behalf Sheffield, Tidioute,
Youngsville and Sugar Grove Libraries in getting them an equitable share of the
allotted money from the County Commissioners.

Need to call Greg Spence
about the audit of the School Street Bridge due in October and about the
repairs needed for the bridge.
The drains on the corner of
School Street and Pleasant Street need to be cleaned. (Catch Basin?)
The secretary needs to call
in the problems with street light poles #49611 (out most of the time) and
#49612 (blinking).
Need to get a bid for the
Stillwater sluice pipe.
Council members should bring
road project ideas to the next meeting.
Kevin McIntyre suggested a
sidewalk be installed on Catlin Road due to the amount of pedestrian traffic.
Kent Wilcox mentioned that the Main Street sidewalks need to be done also.
Parks, Playground, & Sidewalks:

Sugar Grove Community Park
Grant Update - Should see a 5-8 page letter plus a packet with next steps for
the project. Project is approved but the paperwork that comes with the letter
and packet will need to be processed and returned before the Borough gets the
go ahead to proceed with actual work. Anything we do before the final go-ahead
is at our own risk.
It was suggested that we get
a sidewalk plan in place for the Sugar Grove Borough.

Sugar Grove VFD: (Kathy Buerkle, Dave Slater)
Gene Falcone mentioned NIMS
Training. Classes are needed for grant writing and reorganization of the Sugar
Grove VFD. He also mentioned that the insurance company representative could meet
with Sugar Grove Borough members if they wanted to discuss the insurance
regulated training hours and other insurance requirements. Gene would like to
see more support for the VFD from upper level officials.
Dustin Hanes updated council
members on the Emergency Meeting at the Sugar Grove VFD. Dustin also updated
council members on the grant currently
being worked on for a new tanker for the VFD.
Kent
Wilcox inquired if council members had pursued information on the scholarships
offered to students who volunteer at Fire Departments in New York. He asked
Dutch Strand if he could bring it up at COG. Kevin Nicklas said he would talk
to someone at the Busti Fire Department to see if they used the program. Some
questions about the program concern requirements for volunteers. It was noted
that the Sugar Grove VFD have a lack of volunteers due to all the government
regulations.
The
donation to the Sugar Grove VFD from the Sugar Grove Borough was delivered to
the VFD.
Old Business:
Council members were updated
on the changes to the Per Capita Tax, the school district has decided not to
continue collecting the tax. Council than reviewed the costs to collect the tax
compared to the possible income generated.
A motion was made by Dave Slater and seconded by Kevin
Nicklas to not collect the Per Capita Tax in 2009 and to review it again 2010.
The motion carried.

The updates to the Nuisance
Ordinance were reviewed and approved. The ordinance will now go to the attorney
to be written up properly.
The Sugar Grove sidewalk
ordinance needs to be reviewed.
New Business:
Spring Clean Up day has been
scheduled for May 9th from 9:00 am to 1:00 pm. It was noted that the
trucks need to be switched out quicker.
An ad needs to be put in the
paper for Summer Mowing & Maintenance.
Terra LoPresti asked about
having a Tax Tea Party in Sugar Grove. Council said they would support it if
she wanted to organize it.
A
motion for adjournment was made by Dave Slater seconded by Kathy Buerkle. The
motion carried and the meeting was adjourned at 8:58 p.m.
