Sugar Grove Meeting Minutes – May 5th 2009    Approved

Call to Order: President McIntyre at 7:00 p.m.

Visitor Comments: Dustin Haines wants to turn the grant he has been working on for the Sugar Grove VFD over to the Sugar Grove Borough due to issues with record keeping at the SGVFD. 4 out of 6 trucks are not current on inspections. He gave the Sugar Grove Borough an updated list of the SGVFD leadership and a list of trucks. Council will set up a meeting with the Sugar Grove Borough, the Sugar Grove Township and the Sugar Grove VFD. Kathy Reitinger noted that if it is necessary that the Department of Homeland Security can audit the SGVFD.

Kathy Reitinger gave the council an update on the Community Park Grant. Next step is to pick a design/project manager. Step 3 of the grant needs to be completed (design submission review & approval stage). The Main Street program has money for engineering/architect blue prints.

A motion was made by Kevin Nicklas and seconded by Dave Slater  to pay the bills. The motion carried.

                

Mayor’s Report:

­         Asked for an update on getting power to the park. The park committee will include that in the park design. It was suggested that the box get put in behind the memorial. It is important that anyone working on the park project as a volunteer track their hours and give them to the secretary.

­         The Mayor called the zoning officer about violations around the Borough.

­         Suggested that a friendly letter be sent to Sugar Grove Borough residents reminding them to keep their houses looking nice.

­         Requested that the secretary send a letter to 109 Race Street reminding them that Clean Up Day is on Saturday and that they should take advantage of that to clean up their residence.

Secretary’s Report:

­         Attending the Connect 2 Communities Conference on May 6th – office will be closed

­         MIDI codes need to be reviewed – Kevin Nicklas will review these fees for approval

Communications:

­         Zoning Application & permit

­         American Recovery and Reinvestment Act (Stimulus Bill)

­         Replacement of special warning signs –  Okay to replace

­         Home Improvement Consumer Protection Act

Streets, Roads & Bridges: (Kevin Nicklas, Neal Hoisington)

­         Flashing speed sign lights for the Sugar Grove Elementary School (Grant) update. Council agreed to apply for the grant. The Warren  County School District will take over the maintenance of the signs once they are installed.

­         Repairs to School Street bridge – K.M. will ask to have it done when they paint the lines

­         Status of cleaning drains / repairing catch basin on the corner of School & Pleasant Streets (K.N. & K.M.) in process.

­         Status of bid for the Stillwater sluice pipe (N.H.) in process.

­         Cost to return Curtis Street to its original width & repave (N.H. & K.N.) in process


Parks, Playground, & Sidewalks

­         The bids for summer maintenance were opened. Allegheny Landscaping had the lowest bid at $1600.00. They will be awarded the summer maintenance after some clarification on the wording of their bid.

­         Council discussed hiring an attorney or deed researcher to research the title/deed to the park.

 

 

Building:  (Ryan Hoffman, Kevin Nicklas, Jerry Bloomgren)

­         Community service person is going to treat the picnic tables and benches at the park and will treat the handicap ramp at the Borough building soon.

 

Sugar Grove VFD:  (Kathy Buerkle, Dave Slater) None

 

Old Business:  

­         Terra LoPresti updated council on the Tax Tea Party that was held at the park on April 15th. There were about 175 people in attendance. The speakers included Terra, Gary Fry (AMVETS Past State Commander) Bill Slocum as Benjamin Franklin and former congressman John Peterson. Several people spoke after the scheduled speakers. It was a very educational and peaceful event.

­         Reminder that Clean Up Day is Saturday, May 9th.

Ordinances:  (Neal Hoisington, Dave Slater) None

­         The Nuisance Ordinance was discussed and voted on. It was suggested that a copy be placed at the Sugar Grove Free Library and on the website. An outline could be put in the Sugar Grove Area News.

A motion was made by Kevin Nicklas and seconded by Dave Slater  to adopt Ordinance #05-04-09 (Nuisance Ordance). The motion carried.
