Minutes:  November 1st, 2010 Approved

 

Council Members Present:

Dutch Strand, Kevin McIntyre, Kathy Buerkle, Kevin Nicklas, Jerry Bloomgren, Neal Hoisington, Bob Snyder, Dave Slater

 

Council Members Absent:  None

 

Citizens Present:  Judy Fry, Kathy Reitenger, Kent Wilcox, Jenny Nicklas, Chris Ecano, Luann Lassinger

 

Call to Order: Council President Kevin McIntyre at 7:00 p.m.

Visitor Comments:

   Judy Fry updated council on the Christmas Walk to be held on December 10th from 5:00 to 7:00 pm. They plan on having more participants this year. They asked the council about purchasing Christmas lights for the park.

A motion was made by Dave Slater and seconded by Bob Snyder to spend $500.00 on decorations for the park for Christmas. The motion carried.

  Kathy Reitinger suggested that the secretary attend the free DCNR grant webinars on grant writing. She also suggested that the Sugar Grove Borough participate in the Geo Caching event next summer to bring people into the area.

   Luann Lassinger raised a concern about residents shooting guns in the Borough. She asked if the Borough could put something in the paper about the safety concerns. Council members suggested that the residents with the concern talk to the owners of the property about their concerns or write a letter to the editor of the local paper.

A motion was made by Dave Slater and seconded by Kevin Nicklas to pay all the bills except for the Innovative Construction & Mech. of $7882.00 pending approval of work still to be done. The motion carried.

                

Mayor’s Report:

 

Secretary’s Report:

­         Discontinued the Verizon Security Suite and installed VIPRE Premium for a yearly savings of $42.00.

 

Communications:

­         Planning & Zoning – looking for Zoning Hearing Board members

­         WC Humane Society donation request

­         Request to hang banner for “International Juried Watercolor Exhibition”

­         Stapleford & Byham request to be solicitor in 2011

­         Floodplain ordinance update from PA Dept of Community and Econ. Develop.

­         An amendment to the Sugar Grove Borough Connection Ordinance request  - Council wants additional research before voting on it.

­         Safe Routes to School $1000 grant application

­         Emergency Response Preparedness Survey

Streets, Roads & Bridges: (Kevin Nicklas, Neal Hoisington)

­         Council held a discussion on the public right-away located by the new car wash. Council needs to verify that the Sugar Grove Borough holds the right-away.

­         Amish contacts to discuss the horse manure in the streets were identified as Amish Bishop Joe Byler and Elder Atlee Miller. Kevin McIntyre and Dave Slater will talk with them concerning the situation.

­         It was noted that the PNC bank has blown the fall leaves off of their property and onto Schylers and behind the Borough garage. This is against the Sugar Grove Borough nuisance ordinance. The secretary will talk to someone at PNC.

 


Parks, Playground, & Sidewalks

­         Kevin McIntyre will get a timer for the park and install it.

­         Louise Morgan will decorate the park for Christmas with the money budgeted by council.

­         Kevin McIntyre and Vince Baran will get the sidewalk snowplow ready for the winter season.

Old Business:

­                                 The Dollar General zoning request was denied at the Zoning meeting due to Business Transition restrictions on square footage allowed.

 

Ordinances:  (Neal Hoisington, Dave Slater)

­                                 The mayor noted that no one was ever forced to put in a sidewalk under the sidewalk ordinance.

 

A motion was made by Bob Snyder and seconded by Kathy Buerkle to sign resolution 11-01-10, Opposition to Forced Local Government Mergers and Consolidation.  The motion carried with Dave Slater abstaining.

New Business
:

 

­                                 Discussion concerning the hanging of banners on Main Street was had due to the request for the International Watercolor Exhibition banner. Council decided that the banner hanging process should happen by first being pre-approved through the Sugar Grove Borough council and then forwarded to Paul Tutmaher for final approval.

A motion was made by Kathy Buerkle and seconded by Dave Slater approving the hanging of a banner for the International Juried Watercolor Exhibition if Paul Tutmaher chooses to hang it. The motion carried.

­                                 Discussion concerning the hanging of banners on Main Street was had due to the request for the International Watercolor.

­                                 The secretary will try to submit a Safe Routes to School mini-grant request for funding to repair the sidewalk at the corner of the library.

­                                 It was noted that the new car wash should qualify for LERTA. Kevin McIntyre will talk to Dan Glotz about it.

­                                 Gary Fry talked to Kevin McIntyre about purchasing an electric communication sign for the Sugar Grove Borough. The Sugar Grove Borough would maintain the sign once it was installed.

­                                 The 2011 budget was reviewed and will be voted on in the December meeting.

 

 

The Sugar Grove Borough Council meeting adjourned at 9:45 pm.
