The Sugar Grove Township Board of Supervisors met for reorganization on Monday, January 4, 2010 at 8:22 p.m. with Supervisors Brown, Black, and Sanders in attendance.  Randy Brown made a motion to appoint Carl Black as temporary Chairman, seconded by George Sanders with all voting yes to the motion.  Carl Black made a motion to appoint Randy Brown as Chairman of the Board, seconded by George Sanders with all voting yes to the motion.  George Sanders made a motion to appoint Carl Black as Vice Chairman of the Board, seconded by Randy Brown with all voting yes to the motion.

 

The following appointments or determinations were made in the form of a motion or appointment by either Brown, Black, or Sanders and seconded by Brown, Black, or Sanders with all Supervisors voting yes to the individual motions or in agreement on appointments, or determinations.  All actions were passed unanimously.

 

1.           Secretary/Treasurer will be Katherine Liffner.

2.           Township Solicitor for all township business will be Stapleford and Byham.

3.           Sewage Enforcement Officer will be Todd Fantaskey, with Jed Birt as alternate.

4.           Emergency Management Coordinator will be Gene Falconer.

5.           Township banking institution will be National City Bank.  Other banking institutions may be included and current banking may change.

6.           The Treasurer’s bond will be in the amount of $250,000.00.

7.           The cost to rent township equipment, with an operator, to other municipalities/authorities will be $70.00 per hour.

8.           The mileage rate for use of personal vehicles engaged in township business will be the federal rate, subject to change pending any federal rates changes that may occur throughout the year.

9.           The Secretary/Treasurer’s pay will be $11.50 per hour, subject to review as the need arises.

10.        The road foreman’s pay will be $14.00 per hour, subject to review as the need arises.

11.       The board of Supervisors will determine the road crews pay as the need arises.

12.       Snow Plow relief drivers will be Randy Brown and Carl Black.

13.       Part-time road crew and relief snow plow drivers shall be paid a maximum of $12.00 per hour, with per hour rate to be determined by the board of Supervisors.

14.       Tax Collector’s pay will be 5% commission of the total collection

15.       Delegates for the PSATS convention in Hershey will be all supervisors with George Sanders designated as the voting delegate.

16.       Meeting times, dates, and place will be the 1st and 3rd Tuesdays of each month at 8:00 p.m. at the Sugar Grove Township building.

17.       There shall be 2 road inspections, spring and fall.  Spring road inspection is tentatively scheduled for Saturday, April 10, 2010 at 7:00 and fall road inspection is tentatively scheduled for Saturday, August 14, 2010.  All road inspections will start at the township building.

18.       Paid vacation for full time employees will be 5 days after 1 year of employment, 10 days after 3 years of employment, and 15 days after 5 years of employment.  Vacation days shall be accrued on anniversary hire date.  After 3 years of employment, vacation days will accrue on calendar fiscal year.  The Township shall pay for 5 days of unused vacation days as of December 31st.  There will be no vacation days carried over from year to year.

19.       Paid holidays and holiday pay for full time employees will be 7 holidays, plus 2 floating holidays.  Pay for holidays worked will be holiday pay plus overtime for time worked.

20.       Pensions benefits for employees will be 7.5% of gross compensation, with all pension accounts to be handled by PMRS.

21.       The township will pay full time employees a wage bonus of $200.00 per month to apply towards a health insurance plan of their own choosing.  This is subject to change if the township should later decide to adopt its own health insurance plan.

22.       Township books and records shall be audited by Maloney, Reed, Scarpitti, and Co.

23.       Township auditor shall be Linda Cross.

24.       Vacancy board chairman shall be Charles Sanders.

25.       Township Engineer shall be Mark Corey & Associates.

26.       Pay policy for meetings, workshops, conventions, etc. will be as follows:

A.   Meeting pay for road crew employees will be $20.00 per meeting.

B.   The township will reimburse mileage, meals, and registration for all conventions and full day workshops.

C.   The township will reimburse mileage and registration for all half-day workshops.

D.   The secretary will be compensated with an hourly wage for workshops and conventions attended.

 

A motion was made by Randy Brown to adjourn the organizational meeting at 8:30 p.m., seconded by Carl Black.   The motion carried.
