Supervisor Black called the October 20, 2009 regular session of the Sugar Grove Township Board of Supervisors to order at 8:06 p.m. at the Sugar Grove Township Maintenance Building, Creek Rd., Sugar Grove, PA. Black led all those in attendance in the Pledge of Allegiance.
Supervisors Present: Chairman Randy Brown (late), Supervisor Carl Black, Supervisor George Sanders
Road Crew present: Brian Larson, Justin Darr
Absent:
Visitors Present: Dave Confer, Lukas Garber, Joe Confer, Gary Atwell, Dorothea Taylor, Dart Summerson, Larry Oakes
A motion was made by Carl Black to accept the October 6, 2009 meeting minutes, seconded by George Sanders. The motion carried.
Public Comment Period:
Dave Confer received a
certified letter from the supervisors concerning burning garbage at his
home. He stated that he is only burning
papers. Carl Black stated if no rubbish
is laying around there should be no problem with burning papers. Discussion followed. Dorothea Taylor brought in pictures of
Rounds Hill Road to show the supervisors the road and ditches. There was a lengthy discussion on the good
and bad points of the road and ditches.
The supervisors also stated that we have had some really bad rain storms
this year and the water caused a lot of the erosion that was caused on this
road. The supervisors will look into
this situation. Larry Oakes was present
to ask the supervisors if they would be willing to plow out the Sugar Grove
Volunteer Fire Department this winter.
The fire department is not bidding it out this year due to the fact that
they no longer have bingo and do not need it plowed every week. They need to keep it open for fire and
ambulance calls. The supervisors want
to talk with the borough about this also to see if whoever is plowing their
parking lots could also do the fire hall.
Dart Summerson was present representing the Sugar Grove Free Library and
explained that the library has lost 21% of their budget this year due to cuts
from the state budget. He explained
that the library will be closing on Friday and Saturdays now. He was asking the supervisors to maintain
the same amount of contribution as last year.
Dart also stated that the state is asking each municipality to have a
representative at the library. He
volunteered to fill this position for the township. George Sanders
made a motion to appoint Dart Summerson as the representative from Sugar Grove
Township to the Sugar Grove Free Library, seconded by Randy Brown. The motion carried.
Road Report:
The ditching is nearly done. They have been fall grading and graveling. Brian stated that they want to go to Deer Run on Wednesday and get that done. The anti-skid for winter has been delivered. We got 615 tons of #8’s for anti-skid. We should be getting bottom ash delivered some time within the next couple of weeks. The trucks are ready for winter. Last Friday and Saturday, during the snow storm, they had to cut limbs. Terry Sweeney donated his bucket truck to help the guys in cutting limbs. We will send Terry a thank you note for donating his time and bucket truck.. Bill McDonald stopped today to tell the guys that the new backhoe is in and they are getting it ready to install the thumb and fenders. It should be ready for delivery next week. George Sanders stated that some of our roads that are tarred and chipped are getting some bad pot holes. Discussion followed.
Business:
The BIU contract was reviewed and signed by the
supervisors. The secretary gave the
supervisors copies of nuisance ordinances from other municipalities to review
and to make suggestions on what they would like to have included in an
ordinance. They are to bring their
suggestions back to the next meeting.
The FEMA biennial report needs to be filled out. This is something that should be done by
MDIA. The supervisors stated to give
this report to Andrea and have her handle it with MDIA. The subdivision map for Danny Rutsky was
signed by the supervisors. The
secretary told the supervisors that the CDBG grant funds for the Main Street
program was being reallocated. The
supervisors stated that we should hold off paying EOC our donation this year
until we find out what is going on with the Main Street program. The 2010 budget was reviewed with estimated
costs and income discussed. After a
lengthy discussion the 2010 budget was prepared for posting. Randy Brown made a motion to finalize
and post the budget for public inspection by the next meeting, seconded by
George Sanders. The motion carried.

A motion was made by Randy
Brown to pay the current bills for a total of $20,669.59, seconded by George
Sanders. The motion carried.
Executive Session: An Executive Session was called at 9:52 p.m. for employee reviews
for Brian Larson and Justin Darr. The
executive session ended at 10:30 p.m. Randy
Brown made a motion to give Brian Larson and Justin Darr both a $.25 per hour
raise, seconded by Carl Black. The
motion carried.

A motion was made by Randy Brown to adjourn the meeting, seconded by Carl Black. The motion carried and the meeting was adjourned at 11:40 p.m.
