Supervisor Brown called the December 7, 2010 regular session of the Sugar Grove Township Board of Supervisors to order at 8:03 p.m. at the Sugar Grove Township Maintenance Building, Creek Rd., Sugar Grove, PA. Brown led all those in attendance in the Pledge of Allegiance.   

           

            Supervisors Present:  Chairman Randy Brown, Supervisor Carl Black, Supervisor George Sanders

 

            Road Crew present:     

                              

Absent:  Brian Larson

 

            Visitors Present: Various Residents, Andrea Stapleford

 

A motion was made by Carl Black to accept the November 16, 2010 regular meeting minutes, seconded by George Sanders.   The motion carried. 

 

Public Comment Period:

            Dan LaVigne asked about Sugar Grove Borough adopting the Sewage Connection Ordinance Amendment.  The supervisors stated that they do not know what the borough is doing as far as adopting the amendment.  Joe asked if we would be adopting the ordinance amendment even if people are against it, because part of the amish community is against this ordinance.  He was told that the ordinance was already in effect and we were just amending the fines portion of the original ordinance.  Randy Brown gave a brief history of how the township had been forced into the municipal sewage.  Members of the amish community do not want to follow our ordinance.  A very lengthy discussion followed.

Road Report:

            The road crew has been plowing and sanding.

Business:

            The following budget resolutions for 2011 were adopted:

            Resolution# 10-12-07.1 – Tax Levy – Carl Black made a motion to adopt the resolution, seconded by George Sanders.  The motion carried.

            Resolution# 10-12-07.2 – Approval of Budget – George Sanders made a motion to adopt the resolution, seconded by Carl Black.  The motion carried.

The Warren County Hazard Mitigation Plan was discussed.  Carl Black made a motion to adopt Resolution# 10-12-07.3 – Warren County 2010 Hazard Mitigation Plan, Municipal adoption – seconded by George Sanders.  The motion carried.  The sewage connection ordinance amendment was reviewed.  George Sanders made a motion to adopt Sewage Connection Ordinance Amendment# 10-12-07, seconded by Carl Black.  The motion carried.  Sheldon Follett from Stoney Run Road has been issued a sand mound sewage permit, but due to the weather would like to install a temporary holding tank.  The supervisors would like the secretary to talk with Todd Fantaskey first.  A list of permits issued by BIU was reviewed.  At a previous meeting there were representatives from the snowmobile club present requesting use of township roads to ride on.  The secretary checked with the insurance company concerning this issue and the insurance company’s recommendation is against road use.  The election verification papers were reviewed.  There are no auditors listed for election.  Discussion on what needs to be done with the auditors positions on the ballot.  Andrea Stapleford will check into this for us.  Northwest Soil Services fee schedule for 2011 was reviewed.  Universal Resources is requesting use of the township right-of-way to install a line.  Andrea Stapleford stated that as a township we lack the authority to give a private company permission to use the right-of-way.  They will have to obtain rights-of-ways from the property owners.

A motion was made by Carl Black to pay the current bills for a total of $19,680.06, seconded by George Sanders.    The motion carried.

Supervisors Comment:

            George Sanders stated that he had a conversation with Brian Larson about the grader and estimated repairs are $25,000.00.  Brian will present estimates at the next meeting.

 

            A motion was made by Carl Black to adjourn the meeting, seconded by George Sanders.      The motion carried and the meeting was adjourned at 10:10 p.m.
