April 7, 2009 Regular Session 8:00 p.m.
Supervisor Black called the April 7, 2009 regular session of the Sugar Grove Township Board of Supervisors to order at 8:00 p.m. at the Sugar Grove Township Maintenance Building, Creek Rd., Sugar Grove, PA. Black led all those in attendance in the Pledge of Allegiance.

Visitors Present: Bryan Rutsky, Donna Rutsky, Emily Rutsky, Dustin Haines SGVFD, Don Haines, Gene Falconer, Representatives from Suit-Kote and Russell Standard, John & Connie Meleen
A motion was made by Carl Black to accept the March 17, 2009 meeting minutes, seconded by George Sanders. The motion carried.
Public Comment Period:
Bryan Rutsky was present
to state that he had approached the Sugar Grove Borough Council about a
donation to the baseball fields maintenance.
Carl Black made a
motion to donate $400.00 to the Sugar Grove Baseball, seconded by George
Sanders. The motion carried. Dustin Haines SGVFD & EMA stated that there will be a meeting the
last Tuesday of each month at 7:00 at the Sugar Grove Firehall for the public
and to discuss any options that may be available. There was a discussion on some sort of sign to be put up to make
the public aware of events that are going on in the community. George Sanders stated that the fire dept.
should approach the Sugar Grove Community Development Council, the Borough
council, and the Township supervisors for some sort of funding for and LED
sign. Carl Black asked about fire
equipment and who was responsible for the equipment that individuals
receive. Gene Falconer stated the
person who is was issued to is responsible.
There is an EMT class that is being offered thru Vo-Tech next year for
students in the Warren County School District.
This class will be offered during school time. There was a discussion on fire tax and doing something with the
fire dept. building. Connie Meleen stated
she has a recurring problem with the property line and the bordering trailer
court. The supervisors stated that she
would have to ask the district magistrate about any property line disputes as
the township does not get involved with this type of problem. She also stated that she is finding debris
in her field from residents of the trailer court. She was told that a letter had been sent to Mr. DiPierro
concerning the waste that was at the trailer court. Mr. DiPierro responded via telephone that he was working on the
problem and it was being monitored by DEP.
The supervisors instructed the secretary to contact DEP to verify that
this situation is being taken care of. The
secretary was also instructed to contact the solicitor to see who is responsible
for debris, the landlord (property owner) or the residents of the trailer park.
Road Report:
The road crew has been graveling, building barricades, and working on the grader. There was a discussion on ditching and diverting water on Swede Hollow road. Brian Larson gave some pictures and pricing on road rollers to the supervisors. The purchase of a new roller has been tabled until the next meeting.
Business:
Spring Bids were opened with the following results.

Carl Black made a motion to award MC-70 and E-1 Prime to Russell Standard, and to award CRS-2 to Suit-Kote, seconded by George Sanders. The motion carried.

Supervisors Comment:
Rescheduling of road inspection has been tabled until the next meeting when Randy Brown can be present. Clean Up day was discussed and it will be held on May 9th from 9-1. The secretary will get roll offs delivered.
A motion was made by Carl Black to adjourn the meeting, seconded by George Sanders. The motion carried and the meeting was adjourned at 11:06 p.m.
