June 16, 2009 Regular Session 8:00 p.m.
Supervisor Brown called the June 16, 2009 regular session of the Sugar Grove Township Board of Supervisors to order at 8:15 p.m. at the Sugar Grove Township Maintenance Building, Creek Rd., Sugar Grove, PA. Brown led all those in attendance in the Pledge of Allegiance.

Visitors Present: Dart Summerson - Sugar Grove Library
A motion was made by Carl Black to accept the June 2, 2009 meeting minutes, seconded by Randy Brown. The motion carried.
Public Comment Period:
Dart Summerson,
representing the Sugar Grove Free Library, presented the supervisors with a
proposed budget for the library. He
stated that the state has cut the library budget, but the library still has to
spend the $5.01 per patron to get their state funding. Mr. Summerson was asking the supervisors
about a possible library tax to help off set the cuts that the state is
imposing. Discussion followed. The supervisors asked Mr. Summerson how many
municipalities were covered in the district of the library. There are 2 boroughs and 3 townships. Mr. Summerson figured that there are 2,831
total taxable properties in the library district. We will check to see if a library tax can be imposed.
Road Report:
We have been helping Brokenstraw township oil and they have been helping us also. We have oiled Mill Square, Fiddler Hill, and Samuelson Road. Also been doing grading and raking. The new tires on the grader are doing great. Also been servicing equipment. Stoney Run has been approved for a project from the conservation district. Brian has been attending classes for the dirt and gravel. There was a discussion on the Stoney Run project. There was a discussion on grading also.
Business:
The fireworks that Dave & Sally Coates had inquired about were discussed. The secretary had contacted the solicitor and she stated that we needed to have an ordinance done and all the specifics for fireworks displays would be included in the ordinance. The supervisors stated to get the ordinance going. The ditch at Leach’s on Rounds Hill was also discussed. Randy Brown will check on the progress of this. The secretary researched the old minutes for information about the Maple Shade ATV track and reported back to the supervisors on what was in the minutes. Carl Black asked her to type up the results and mail them the to the resident who had the complaint. Todd Fantaskey has been to check out the sewer system of the resident on Lee Johnson road and reported that on general inspection he found nothing wrong. The supervisors decided to take the matter to the SuGASA board. There has been a building permit denial for Camp Stone. Subdivision maps for Robert Russell and Paul Tutmaher were presented to the supervisors for approval. Carl Black made a motion to approve the subdivision maps for Robert Russell and Paul Tutmaher, seconded by George Sanders. The motion carried. There was a discussion on updating Ordinance 89-1, road naming. The secretary also asked about road widths and if she should research this for the roads in the township. Carl Black stated that a few years ago that this was done and a lot of money was spent with no definite results. The supervisors decided to have the road naming ordinance updated. The secretary will contact the solicitor on the fireworks and road naming ordinances.

A motion was made by Randy
Brown to pay the current bills for a total of $12,895.31, seconded by George
Sanders. The motion carried.
Supervisors Comment:
George Sanders asked about a road zipper and if we could rent one from somewhere to do our roads. We will check on the internet for one. George Sanders also has been to two meetings of the SGVFD. Things seem to be settling down. He stated that the budget will be done after a right to know request has been completed. The VFD is getting reimbursed for ambulance calls and they just need to get the paperwork turned in quicker. He also found out that if the fire department had gotten the federal grant for the fire truck, there would nave been more training times involved ad no help to do so. George Sanders also stated that he had been to a meeting earlier in the evening with a group of citizens that are organizing because there is a fear that they might close down Eisenhower High School. Discussion followed.
A motion was made by Carl Black to adjourn the meeting, seconded by Randy Brown. The motion carried and the meeting was adjourned at 10:55 p.m.
