August 24, 2009                                          Regular Session                                                     8:00 p.m.

 

Board Member Carl Black called the Regular Session of the Board of Sugar Grove Area Sewage Authority to order at 8:02 p.m. at the Sugar Grove Township Building, Sugar Grove, Pennsylvania.  Black led all in the Pledge of Allegiance.

 

Board Members Present:  Randy Brown (late), George Sanders, Carl Black, Dave Slater

 

Board Member Absent: Randy Tack

 

Others Present: Dave Enos, Rob Hall, Harold Bloomgren – Northwest Engineering, Andrea Stapleford  - Stapleford & Byham, LLC.

           

            Visitors Present:  Curtis Elf

 

            Dave Slater  made a motion to accept the July 27, 2009 meeting minutes, seconded by George Sanders.     The motion carried. 

Public Comment Period:

Curtis Elf has a problem with the system.  Two weeks ago, when all the storms came thru, he stated that the storm kicked off the breaker on the outside of the house and he had flooding in his basement two nights in a row.  He was wondering what could be done about the damage in his basement.  Discussion followed.  Rob, form Warren Websters will take a look at it on Saturday. 

Solicitors Report:

            The Failure to Connect and Failure to Pay list were reviewed.  The Phase 3 ROW’s were discussed.  On the failure to connect list is a resident that has not connected after several attempts to get him to connect.  It was decided to contact contractors and the authority will physically connect the property to the sewage system.   

Engineer’s Report:

            Harold Bloomgren stated that if we want to get our points up for PennVest, that we should take some water samples from residents in the Phase 3 area.  We need 35 water samples.  Todd Fantaskey has been contacted about the malfunction rate and will be contacted about obtaining the water samples. 

Report of WWTP and Pump Stations:

            Dave Enos reported that we had a high of 146,000 gals on one day due to the high rainfall.  He also reported that nothing really unusual going on.  Dave asked the board if he could do lab testing for Farmington Township at our treatment plant and we will charge Farmington Township for lab fees.  Dave will let us know when he uses lab and materials for Farmington.  Rob Hall – Warren Webster’s – presented some information on E/One sewer pumps.  He stated that this is all that this company makes and that they will retro fit into any pump.  Discussion followed.  Rob will be attending an informational meeting on E/One pumps on September 1 and will have more information after that meeting.  Warren Electric has 12 pumps to see if they can be fixed and we are waiting on results.  A bad check valve at Bruce Elder’s will be fixed on Thursday. 

 

 

Business:

            A letter needs to be sent to the Yoder’s on privy pumping.  A letter was received from Chandlers Valley Trailer Court asking for a reduction in late fees.  The board stated that there would be no reduction in these fees. 

Communication

            Communications were reviewed.

Financial Report

            Bills totaling $10,357.30 were presented 

 

Requisition No.7 & No. 8               Total  $500.00 and $1,043.42 was presented

 

                Dave Slater made a motion to approve payment of bills totaling $10,357.30 and payment of Requistions No. 7 and 8 totaling $500.00 and $1,043.42, respectively, seconded by Carl Black.  The motion carried.

 

            Randy Brown made a motion to adjourn the meeting, seconded by George Sanders.   The motion carried and the meeting was adjourned at 10:09 p.m.
